A Mandatory Water Efficiency Labelling Scheme for Australia: Draft Report, April 2003. Prepared for Environment Australia by George Wilkenfeld and Associates Pty Ltd et al. This Draft Report outlines a proposed scheme for water labelling and water efficiency standards in Australia. The report analyses in some detail a range of products and investigates options for water related programs. This report is being released at the public forum on 11 April 2003. Stakeholders are invited to submit written comments to Dr Caroline Read, Environment Australia caroline.read@ea.gov.au, by 9 May 2003 (note extended deadline for submissions). The consultants will prepared a final report during May 2003.

Matching World’s Best Regulated Efficiency Standards: Australia’s success in adopting new refrigerator MEPS. Paper presented at ACEEE Summer Study 2002, Lloyd Harrington, Energy Efficient Strategies & Shane Holt, Australian Greenhouse Office. In 1999 Australian state and federal governments adopted a policy of matching world's "best regulatory practice" for minimum energy performance standards (or MEPS) for residential appliances and commercial and industrial equipment. The first major product in Australia to be tackled using this new policy approach was refrigerators and freezers - the paper describes how US 2001 levels were adopted for implementation in Australia in 2005.

Quantification of residential standby power consumption in Australia: Results of recent survey work by Lloyd Harrington of Energy Efficient Strategies and Paul Kleverlaan of EnergyConsult. Project for the National Appliance and Equipment Energy Efficiency Committee: Final Report April 29, 2001. Provides results of an intrusive survey where measurements on 2,500 appliances were undertaken in 64 houses in Melbourne, Sydney and Brisbane. The report also includes results of measurements on 531 new appliances in retail outlets and results of a telephone survey of 801 households in Australia which documents information on appliance ownership, age and usage patterns.

A Comparative Assessment of Refrigerator Test Methods: by Lloyd Harrington. Paper presented to ECEEE Summer Study, France 11-15 June 2001. Examines the recent comparative testing undertaken in Australia to a range of international test methods including ISO, AS/NZS and US to help Australia develop new MEPS levels that were equivalent to US 2001 levels. Provides an insight into the differences of the major test methods and makes a range of recommendations for improvements to refrigerator test methods.

A Generic Approach to the Determination of Refrigerator Energy Efficiency, by P. K. Bansal, The University of Auckland, New Zealand, paper presented to the 2nd International Conference on Appliance Energy Efficiency, Napoli, Italy, 27-29 September 2000. This paper reports test data which quantifies the impact of a range of factors such as ambient temperature, loading, defrost energy and humidity on refrigerator performance and energy consumption. It examines differences and problems with the current major test procedures for refrigerators and proposes new possible generic approaches for the measurement of energy consumption.

Study of the Impact of Minimum Energy Performance Requirements for Class 1 Buildings in Victoria. Report by EES and others for the Australian Greenhouse Office and The Sustainable Energy Authority of Victoria, August 2000. This report analyses the construction of some 350 residential houses built in Victoria in 1990 and 1999 and examines the distribution of building shell efficiency and examines the potential impact of a range of performance based building shell programs as an alternative to the current minimum insulation requirements.

Study of greenhouse gas emissions from the Australian residential building sector to 2010, report by EES and others prepared for the Australian Greenhouse Office, Canberra, February 1999. This report examines current and future energy consumption (all major fuels) and related greenhouse gas emissions for residential appliances from 1990 to 2010 and examines the potential impact of a range of building shell programs on future greenhouse gas emissions. Extensive stock modelling is undertaken for both equipment and residential buildings at state level.

Electrical Appliance Energy Labelling & Minimum Energy Performance Standards for Pacific Island Nations - Baseline Study. A report to the Forum Secretariat Energy Division by George Wilkenfeld & Associates and Energy Efficient Strategies, December 1996. This study was commissioned to gather information needed to make decisions on the establishment of a labelling program on a regional (or sub-regional) basis. The study was to provide an assessment of the most efficient way to develop a uniform labelling scheme and of the appropriate stringency of MEPS for the selected appliances. The three countries for direct participation in the study were Papua New Guinea, Fiji and Tonga.

A Domestic Electrical End-use Measurement Campaign in France, by Olivier Sidler (original in French translated into English by PW Consulting) for the Commission of the European Community SAVE Program (& others), Contract No. 4.1031/93.58. Provides the results of an extensive end use monitoring program in France which took part in the mid 1990's. Detailed results by appliance type, including usage patterns are provided. Source data was recorded every 10 minutes for up to 10 appliances per household for a period of around one month for each household (many hundreds of households were covered). Published 1997.
